package. this is a live picture from sky seven over the scene at mission rock and 4th by the mission bay campus a couple of blocks from the giants ballpark. kristen sze is on assignment. now to abc7 news reporter near the closure at third and channel street. >> we are right here on third and channel streets here in mission bay. not letting -- the police are not let people enter so that is a two-block area which is completely closed off because of the suspicious packagefo und on china basin street and 3rd and 4th. we got an update for you, it was reported at 8:46 this morning and found like outside a building. it is hard to tell. a san francisco police close off access to self streets.

bomb sniffing dogs were also brought in and now they saying that suspicious device or package could be a military ordinance, some kind of military explosive or device. while no cars are allowed in this area, pedestrians are still getting through and you can hear construction continues in this area so there has been little disruption. an explosive expert is looking at the suspicious package which appears to be on the ledge of a building but like i said before it is really hard to tell. you can see police right now diverting cars and telling them either to turn around or go back but this area definitely is closed. we will have more for you as we get more information, live in san francisco for abc7 news. >> rain is on the way to the bay

moisture that create more rain as we head into the afternoon hours. i will let you know how long it will last just ahead. >> an update to a breaking news story we brought to you on abc7 news at 4:30 this morning, investigators believe they now know the source of an early morning fire in san francisco that broke now a vick ton -- victorian building before 3:00 a.m. starting outside the home before it spread possibly from a recycling bin on the street. no one was hurt. lawmakers in sacramento dealing with something they are not used to this morning: excess cash. california is expected to end the month with an extra $4 billion of income taxes. the "bee" is report this is due to tax changes at the state and federal laws. the extra money came in from top earner whose received bonuses and dividend payments at the end of december.

device." on the right corner of your screen, a robot has cameras on it and is operated remotely from the bomb squad do make sure they can make the area safe. everyone is not allowed in that area right now. police have cord doned off the area near the giants ballpark in mission rock area near channel street. we will follow this on abc7 news.com. right now the oakland police department newly hired consultant is speaking to abc7 after a vote by the oakland city council to bring him on board. bill bratton is a former los angeles police chief and new york city police commissioner. the city council voted 7-1 around 2:00 this morning after a meeting that included four hours of public comment against and in favor of hiring bratton. critics worry he will recommend a stop-and-frisk policy that could lead to racial profiling but he says that is not the case. we talked to him by phone.

church called "change the killing zone to the living zone." they should have the community involved. he should not have been selected. that is my opinion. city hall was packed with people hoping to influence the vote. they filled 4 overflow rooms supporters say look at the record. >> he brought crime down in l.a. and helped to get minority people working. the complaint levels went down. >> opponents worry about his style of policing. he supported the stop-and-frisk speak. oakland's mayor and police chief say that will not be allowed. >> this is -- there is racial profiling in oakland. >> he agrees that something needs to be done and is hoping this hire will turn out well.

with a tragic ending. but now gifted story of deceit. manti te'o says he knew about the hoax earlier than he acknowledged and that he lied and he told katie couric why he lied. >> put yourself in my situation, the girl who i committed myself to decided on accept 12 and i get a phone call december 6 say she is alive and i will be put on national tv two days later and ask me the same question? what would you do? >> she describes him as candid and said he was willing to answer all of her questions. >> i think it was a very intense hour of television and i interviewed manti te'o but his parents. there was a lot of raw emotion spilling out during the interview. i prepped him on a lot of issues that people have wondered about. >> some think manti te'o used the scam to help his image as he

gained sympathy and headlines after announcing his girlfriend and his grandmother died on the same day in september. he dad said it was not the case. >> people can speculate about what they think he but at moment, 21 years of his life. he is not a liar. he is a kid. >> what about the man behind the hoax? our legal analyst says it is a misdemeanor to impersonate someone online but in this case the "someone" was not a real person and you would have to prove there was intent to harm or intimidation. back to the news desk. >> the full interview is tomorrow afternoon at 3:00 on katie right here on abc7. >> our meteorologist, mike nicco, keeping an eye out there.

>> we will look outside at what is going on. 11:21 right now. we will look at what is going on. you can see it right there, look at the frayed edges to the clouds and look at the smoother edges where you cannot see the cloud is where the rain is falling and evaporated. in san jose, the sam thing to a lesser extent it looks dry in downtown san jose. now, live doppler 7 hd shows mount helena, with water over the ocean and to the west. you can see the storms coming up from the south and most of the moisture is above 6,000' and even above 9,000' so we have to moist were the lower atmosphere. we are. that is why the best chance of light rain is the next couple of

hours through early evening. this morning, it was frost-free. our coolest temperature about 42 in livermore and the warmest at 52 in san francisco. nice not to scrapic off the car. now, we are in the mid-40's to mid-50's about all areas, same thing around monterey and upper 40's to mid-50's. the rain will continue to develop, it will keep our temperatures cooler than yesterday, and some scattered showers will follow this system tonight and through tomorrow and we will have cooler showers as the storm system comes from the north, saturday, sunday, and monday, a very weak and dry system but there is that possibility. it is not a game changer, though. >> look at this system, it is marching to the east and the ripples of lows or small chunks of energy that roll across this will kick up the light rain and sometimes it will subside and the next air will come through and bring us some light rain. this is how it plays out.

you can see how it increases as we head to 6:00 this evening and it drops off headed later in the evening and reintensifies an midnight and drops off again through tomorrow morning commute and tomorrow is looking more dry. but we will still have scattered showers in the forecast because the winds are coming from the south. by friday afternoon, here comes the next system, and that is the one that will drop our temperatures cooler than today. today is mainly upper 50's to low 60's and outside the not bay you will be in the mid-50's, and upper 50's and low 60's tomorrow and friday, mid-50's to around 60 so you can see we get cooler until this weekend when we are only in the mid-50's with scattered showers that will linger into mondayit will be drg trend will begin so we have a couple of systems but not a lot of rain and it is a "spare the air" day possible for the day
